Partial deployment ban to Kuwait declared by DOLE after Pinay OFW was tortured to death


Philippine labor Secretary Silvestre Bello III confirmed that the government ordered a partial deployment ban to Kuwait after the killing of a overseas Filipino worker (OFW).


Jeanelyn Villavende, OFW domestic helper in Kuwait was killed by the wife of her employer. Family of Villavende wants justice for the death of their family member.

The partial deployment ban will cover new domestic helpers, but not those who are already employed and will return as domestic helpers. First time skilled workers are also not covered by the deployment ban.


OWWA Administrator Hans Cacdac said that Jeanelyn Villavende’s recruitment agency shared that she was planning to go home this January, as per a report from GMA News.

OWWA has refused to give further details on the manner on how the OFW was killed because the investigation is underway though they are informed that the wife of the employers tortured Villavende to death.

The report said investigators were told by doctors that she had been tortured periodically over the past months by the employer’s wife. Forensic examination showed that the maid had bruises and signs of beating and torture all over her body.
