“Paano?

Taiwan evaluating to open border for migrants inoculated with WHO approved vaccines

Taiwan is considering to open its borders to several migrant workers with a evaluation that they must be inoculated with World Health Organization (WHO) approved vaccines, Central Epidemic Command Center (CECC) announced.

Deputy chief of the CECC Chen Tsung-yen said that "research and discussions" are underway for considering "conditionally opening" Taiwan's border to migrant workers, Taiwan News reported.

Chen added that inter-ministerial meetings from different agencies have carried out some assessments.

Chen answered an interview question if migrant workers must be inoculted with WHO registered vaccine that "this will be evaluated comprehensively."

"We will open up in due course," said when several measures and plans are ironed out and completed.

Taiwan placed 4th in the world in total hours worked, Singapore ranked 1st

Workers in Taiwan accumulated more working hours than other countries according to the international labor statistics published by the Ministry of Labor (MOL).

Taiwan toiled a total of 2,021 average hours worked in 2020 which is notable decrease in average hours worked within the workforce in all surveyed countries compared to last year.

Singapore placed first with 2,288 hours logged by its workers in 2020 among among 40 economies surveyed, followed by Columbia (2,172 hours) and Mexico (2,124 hours).

In Asia, apart from Singapore and Taiwan, South Korea and Japan were next with an average of 1,908 hours and 1,598 hours clocked repectively.

The fall was mainly caused by the COVID-19 pandemic and the effects of subsequent measures, such as lockdowns according to Huang Wei-chen, head of the MOL's Department of Labor Standards and Equal Employment.

Due to the effects of the global pandemic, it is likely that more people have been forced to take on part-time jobs, Huang added. (Photo Reuters)

MECO advised OFWs in Taiwan regarding on how to redeem tax refunds

The defacto embassy of Philippines in Taiwan, Manila Economic and Cultural Office (MECO) brief the overseas Filipino workers (OFW) there on how to avail income tax refunds.

“Both local residents and migrant workers have the responsibility of filing individual income tax returns based on their respective taxable income. Part of the compensation we earn — such as salaries, stipends, allowances — are taxable income,” said Overseas Welfare Administration (OWWA) case officer Mira Martha Huang.

Remember that the computation of taxable income in Taiwan is based on a full year or from 1 January to 31 December.

“If you filed late, or after 31 May, you will have to pay a penalty. However, no penalty would be imposed if you are qualified for a tax refund even if you filed (the ITR) late,” Huang explained.

“If you have any question, you can seek the assistance of the (Taiwan) tax bureau. You can call us at MECO Labor (07 3987078), or OWWA (07 3982475), and even get help from various NGOs helping OFW,” Huang added.

OFWs in Taiwan may file their income tax return online (www.ntbk.gov.tw.eng) or may go personally at the nearest tax bureau in their area.

Tax refunds in Taiwan can be claimed within five years but a tax refund cheque is only valid for one year.

Once proof is also shown that they are fully vaccinated, they can go home quarantine for 14-days, instead of in quarantine facilities.

Taiwan to give priority to fully vaccinated migrant workers when entry ban lifted: MOL

Taiwan's Ministry of Labor (MOL) announced that fully vaccinated against COVID-19 migrant workers will be prioritized when ban is lifted.

Taiwan is now considering to lift its entry ban on migrant workers to ease labor shortage as transfer migrany workers are not enough.

"Related agencies have been discussing supporting measures once the ban is lifted, and fully vaccinated migrant workers will be given priority," said Labor Minister Hsu Ming-chun.

MOL states that incoming migrant workers will be required to present a certificate of vaccination and a negative PCR test result taken within three days before their departure.

Upon entering Taiwan, they will be required to undergo a mandatory 14-day quarantine and follow a week-long self-health management protocol.

The number of migrant workers in Taiwan first exceeded 700,000 in September 2018, and reached more than 719,000 by February 2020 but fell to 699,154 in August 2021 according to Ministry of Labor statistics.

Business groups in Taiwan worried about the minimum wage hike, could hurt several companies

Business groups have panned the minimum wage hike for 2022 proposed by a Ministry of Labor (MOL) committee, worried that it will hurt service sector companies hit hard by COVID-19.

The Minimum Wage Review Committee proposed that the minimum monthly wage be increased by 5.21 percent to NT$25,250 from NT$24,000 at present and that the minimum hourly wage go up by 5 percent to NT$168 from NT$160 at present, to take effect on Jan. 1, 2022.

Business groups felt the increase overshot the mark. Ho Yu, director of the Chinese National Federation of Industries, opposed the hike, especially given that the future course of the pandemic remains uncertain.

The 5 percent rise may have been linked to expectations of 6 percent GDP growth in Taiwan this year, but he said the projection overstates actual growth because it includes extra funding for COVID-19 relief measures, private sector vaccine purchases, and arms purchases.

Hsu Shu-po, chairperson of the General Chamber of Commerce, said the minimum wage increase will take a toll on the service sector, which has been losing money due to the pandemic and related restrictions.

Lin Por-fong, chairperson of the Chinese National Association of Industry and Commerce, said the wage hike's timing was poor.

The government is carrying out relief programs covering some 300,000 enterprises, and the number of workers on unpaid leave has remained stubbornly high, he said, and the increase will only make it harder for enterprises to operate.

But if the minimum wage is to be raised by 5 percent, then companies' contribution to employees' labor insurance premiums should be cut from 70 percent to 60 percent, he argued.

"A fake leader with a fake color is a fake character," dagdag niya.

Taiwans considering to lift travel entry ban of migrant workers to ease labor shortage

Taiwan is now considering lifting the entry ban on migrant workers first put in place in late 2020 due to the height of COVID-19 pandemic in the county.

This consideration is to address the country's  labor shortage problem, that businesses in Taiwan rely on transfer applicants but still not enough.

Inter-ministerial discussions are underway in the hope of lifting the entry ban, Minister of Labor Hsu Ming-chun said.

Currently, there are over 5,000 Taiwan-bound Overseas Filipino Workers (OFW) stranded.

All affected Filipino migrant workers to Taiwan were advised to coordinate with their respective agencies through the Labor Department and the Overseas Workers Welfare Administration for immediate assistance.

The proposed measures include providing proof of a negative COVID-19 polymerase chain reaction (PCR) test and 14 days of home quarantine followed by a seven-day period of self-health monitoring.

The total number of migrant workers in Taiwan passed 700,000 in September 2018, according to labor ministry statistics.

Several OFWs, scammed to cheap smartphones, cellphone selling online in Taiwan

Some OFWs in Taiwan have fallen victim to the modus of scammers by selling cheap smartphones or cellphones online where these scammers post in social media sites or fake websites.

So nakakita ako online, nagchat ako, nagre-reply agad sila sa akin,” according to Rosemarie from a report by Marie Yang of TFC.

Rosemarie is only one of several OFWs in Taiwan scammed by the cheap online selling of smartphones / cellphones.

Aside from the victims' money being stolen from the online selling scam, their identification was even used in another modus.

"Marami ng nabibiktima sa social media...marami tayong naririnig na fraud cases because pagpasok nila sa social media na hindi muna vine-verify,” according to MECO Assistance to Nationals Deputy Nestor Mayo.

Moderna chief executive says pandemic could be over in a year as vaccine supply increases

The coronavirus pandemic could be over in a year as increased vaccine production ensures global supplies, Moderna Inc Chief Executive Stéphane Bancel thinks.

"If you look at the industry-wide expansion of production capacities over the past six months, enough doses should be available by the middle of next year so that everyone on this earth can be vaccinated. Boosters should also be possible to the extent required," he said to the Swiss newspaper Neue Zuercher Zeitung.

He alao said that vaccinations would soon be available even for infants.

"Those who do not get vaccinated will immunize themselves naturally, because the Delta variant is so contagious. In this way we will end up in a situation similar to that of the flu. You can either get vaccinated and have a good winter. Or you don't do it and risk getting sick and possibly even ending up in hospital."

Asked if that meant a return to normal in the second half of next year, he said: "As of today, in a year, I assume."

"The volume of vaccine is the biggest limiting factor. With half the dose, we would have 3 billion doses available worldwide for the coming year instead of just 2 billion," he said.

Natural immunity is at least as protective as immunity produced by vaccination, and that a single vaccine dose can further bolster natural immunity.

Sara-Go na yan: President Duterte accidentally declares Sara Duterte - Bong Go tandem

President Duterte accidentally declared in a ambush interview that Davao City Mayor Sara Duterte, will pair with Senator Christopher “Bong” Go for the coming election in 2022.

“Sara-Go na 'yan,” Duterte said in a video uploaded on the Facebook.

Duterte’s latest statement came even if the Davao mayor has repeatedly rejected the presidency and filed her COC for a third and last term

“Ah, actually, hindi kami nag-uusap ng politika  ever since. Ever since, we never talked about politics. I would say that I did that [withdrawal of my vice-presidential bid] for the better,” Duterte said.

Duterte made the pronouncement to drop VP candidacy when he accompanied Senator Christopher Lawrence “Bong” Go, his former longtime aide, who filed his certificate of candidacy (COC) for vice president.

Duterte’s move prompted Go to “take on the challenge as PDP-Laban’s vice-presidential candidate.” The President wished Go “all the best and good luck in his quest for the vice presidency.”

Kulong ang Pinay matapos itong binigyan ng guilty plea ng one count of dishonestly misappropriating the creams at one count of committing mischief.

"As a foreign domestic worker, your behaviour in contaminating the drinking water of the family is certainly something that cannot be condoned, certainly to be deterred. If you have any grievances…(there are) legitimate channels for you to do so it’s not right to do the way you have done," ayon kay District Judge Ng Peng Hong.
