House-to-house, extension ng educational cash aid posibleng gawin ng DSWD

Titingnan ng Department of Social Welfare and Development (DSWD) ang posibilidad na palawigin ang pamamahagi ng cash assistance sa mga kwalipikadong estudyante gayundin ang pamamahagi sa house-to-house.

Sinabi ni DSWD Assistant Secretary Romel Lopez na inilalaan ng ahensya ang P1.5 bilyon para sa programa at ipamahagi lamang ang cash aid sa susunod na apat na Sabado o hanggang Setyembre 24.

"If we still have the funds, we’re not discounting the possibility of extending the payout periods for our kababayans," saad ni Lopez sa isang interview.

Sinabi rin niya na titingnan ng ahensya ang paghahatid ng cash aid, ngunit sa mga piling rehiyon lamang.

Sinabi din ni Lopez na ang DSWD ay nagtakda ng payout tuwing Sabado dahil pinangasiwaan din ng ahensya ang iba pang mga programa tulong tulad ng tulong medikal, burial aid, at iba pa.

Para mas mapabilis ang pamamahagi, sinabi ni Lopez na maaaring tingnan din ng DSWD ang pamamahagi ng tulong sa bahay-bahay, lalo na sa mga walang access sa internet at hindi makapagparehistro online.

Triple na ang budget ng DSWD (P1.5Billion) para sa educational assistance para sa mga students.

Sec Tulfo minamadali ang rules para sa solo parents law na magbibigay ng ayuda at mga benefits


Inanunsyo ni Department of Social Welfare and Development (DSWD) Secretary Erwin T. Tulfo ang paglikha ng technical working group (TWG) para sa Implementing Rules and Regulations (IRR) ng Republic Act (RA) No. 11861 o ang Expanded Solo Parents Welfare Act.

Inaamyendahan ng RA No. 11861 ang Republic Act No. 8972 o ang Solo Parents’ Welfare Act of 2000 upang matiyak na ang solo parents ay maaaring umani ng mas eksklusibong benepisyo na ibinibigay ng gobyerno.

Ang solo parent na kumikita ng minimum wage o mas mababa dito ay mabibigyan ng buwanang cash subsidy na P1,000 mula sa local government unit, sa kondisyon na ang solo parent ay hindi benepisyaryo ng anumang iba pang cash assistance program.

Meron din 10% na diskwento at exemption mula sa value-added tax sa gatas ng sanggol, pagkain, micronutrient supplements, sanitary diapers, duly prescribed medicines, vaccine, at iba pang medical supplement.

Ang solo parent ay uunahin din sa mga murang proyekto sa pabahay sa pamamagitan ng National Housing Authority at bibigyan ng automatic coverage ng Philhealth.

Maaaring ma-access ng solo parent ang mga scholarship program sa pamamagitan ng Department of Education (DepEd), Commission on Higher Education (CHED), o Technical Education and Skills Development Authority (TESDA).

Sa pagkakaroon ng bagong batas na ito, inaasahang mas maraming mahihirap na pamilya na pinamumunuan ng mga solong magulang ang matutulungan para magkaroon ng mas magandang kalidad ng buhay.

Utos ni PBBM sa DSWD: Siguruhin ang maayos at mabilis na payout ng educational assistance

Hiniling ni Pangulong Ferdinand Marcos Jr. ang maayos at agarang pamamahagi ng tulong pinansyal sa mga estudyante.

Ito ay matapos dumagsa ang libu-libo sa Department of Social Welfare and Development (DSWD) central office para mag-avail ng educational aid.

"Ipinag-utos ni Pangulong Ferdinand “Bongbong” Marcos Jr. sa Department of Social Welfare and Development na siguruhin ang maayos at mabilis na payout ng educational assistance para sa students-in-crisis na bahagi ng Assistance to Individuals in Crisis Situation" ayon kay Press Secretary Trixie Cruz-Angeles.

Binabantayan ni Marcos ang pamamahagi ng DSWD ng tulong pinansyal sa mga kwalipikadong estudyante, ani Cruz-Angeles.

Sa isang press conference, sinabi ni DSWD Secretary Erwin Tulfo na lalagdaan ang ahensya sa isang memorandum of agreement sa Department of the Interior and Local Government (DILG) para maiwasang maulit ang hindi makontrol na mga tao na nagkampo sa labas ng central office.

Ang DSWD ay naglaan ng PHP500 milyon para sa cash aid para sa mga indigent students -- PHP1,000 para sa elementarya, PHP2,000 para sa high school, PHP3,000 para sa senior high school, at PHP4,000 para sa mga nasa kolehiyo o kumukuha ng vacational courses.

Dapat ipakita ng mga kwalipikadong benepisyaryo ang kanilang enrollment certificates at school identification card sa mga tanggapan ng DSWD.

Ang tulong ay ipapamahagi sa DSWD central office, regional, provincial, at iba pang lokal na tanggapan para sa anim na Sabado hanggang Setyembre 24.

Couple who will reach 50th wedding anniversary, may recieve PHP50,000 incentive


The Malaybalay City Council passed a Golden Wedding Ordinance that provides a PHP50,000 incentive for couples celebrating their 50th wedding anniversary.

Based on the ordinance, the marriage of a couple to qualify for the PHP50,000 incentive must be valid and registered in the local City Civil Registry.

Couples who have been permanent residents of Malaybalay City for six years are also qualified for the incentive.

An individual whose spouse works elsewhere and has less than six years of residency can be covered by the incentive if he has been a resident of the city for six years by the time of their golden wedding anniversary.

Married couples who have separated, even if their separation is not yet legal, are no longer qualified.

 The Office of the Senior Citizens' Affairs and the City Mayor's Office will issue the implementing rules and regulations (IRR) of the said ordinance.

City Councilor Niko Aldeguer announced this in a post on his official Facebook Page:

Dumadagsa ang mga tao sa DSWD para sa bigayan ng educational assistance, nagsiksikan, nagtulakan pa


Mahabang pila ng mga estudyante at kanilang mga magulang o guardians ang dumagsa sa tanggapan ng Department of Social Welfare and Development (DSWD) sa pagsisimula ng pagbibigay ng educational assistance.

Yung iba pumila ay nagsimulang magpunta sa ahensya ng Biyernes ng hapon para lamang makasama sa cutoff.



Kahit sa ibang regional office ng DSWD ay dinagsa ng tao, na halos magtulakan na ang iba.

Inanunsyo ni DSWD Secretary Erwin Tulfo noong Huwebes na mamamahagi ang ahensya ng tulong pinansyal sa mga mahihirap na estudyante tuwing Sabado hanggang Setyembre 24.

DSWD, to discribute education assistance to poor, indigent students


The Department of Social Welfare and Development (DSWD) will help indigent students or poor students to have school supplies.

DSWD Secretary Erwin Tulfo said that there is a ₱500-M fund that the DSWD has allocated for education assistance to poor students.

He said, students needs to bring the enrollment certificate and school ID.

Beneficiaries for elementary school students will receive ₱1,000, high school ₱2,000, senior high school ₱3,000 and vocational course students ₱4,000.

But he said only three of each family should be beneficiaries.

Educational Assistance is provided once per school year to Students-In-Crisis as additional assistance with their educational needs.

The educational assistance from DSWD will be distributed under the Assistance to Individuals in Crisis Situations (AICS).

New virus called Langya Virus now spreading in China


A new virus is now spreading in China, the country of origin of the global pandemic coronavirus disease.

Dozens have been affected by the new novel Langya henipavirus (LayV), which was first recorded in the north-eastern provinces of Shandong and Henan in 2018 but was only identified by scientists now, according to The Guardian report.

The virus probably originated in animals and was transmitted to humans, according to scientists.

Some people also developed blood cell abnormalities and impaired liver and kidney functions.

Researchers examined wild animals and found LayV viral RNA in shrews.

Patients were mostly farmers and cases were found with help from a detection system for people with acute fever and a history of animal exposure.

Nearly three dozen people in China have been sickened by the newly identified virus from the same family as the deadly Nipah and Hendra viruses, though there is no evidence that the pathogen can be passed from person-to-person.

OFW Pinoy killed his Pinay girlfriend in Taiwan

A 29 year old Filipino migrant worker accidentally killed her 27 year old girlfriend (a Filipina), he strangled his girlfriend on the spot after a quarrel. 

The suspect and his 27-year-old Filipino girlfriend met at a hotel in Zhubei to discuss 'marriage', but the two broke down instead.

He was angry and accidentally strangled his girlfriend.

He found that his girlfriend was not breathing and was so frightened that he immediately called 119 and asked an ambulance to come for first aid.

When the ambulance arrived, they found Him kneeling beside the bed and his girlfriend had been dead, they immediately notified the police to investigate.

As for the detailed cause of the incident, the police are investigating and clarifying.

He was dissatisfied with his girlfriend's long-term reluctance to get married. He proposed many times but did not get a 'yes.'

Due to the continous denial of the girl to get married,
he accidentally strangled his girlfriend to death.

The male migrant worker confessed that he accidentally strangled his girlfriend because of the quarrel.

According to preliminary investigation, there were no signs of fighting at the scene, and there were no obvious wounds on the two bodies. Whether there were any doubts about the use of drugs and alcohol, the police still  to investigate.

It is understood that although the the man and his girlfriend are Filipinos, since the murder happened in Hsinchu, we still have jurisdiction in terms of territorialism.

Filipino Cardinal Tagle could be the next Pope

The Catholic Herald reported that Cardinal Luis Antonio Tagle, former Manila archbishop, is one of the two popular names that can be the next pope.

Another is Hungarian Cardinal Péter Erdő, the archbishop of Esztergom-Budapest.

The report comes amid speculation of the imminent retirement of Pope Francis, who has difficulty walking because of his knee.

Pope Francis recently appointed Tagle as one of the 22 members of the Congregation for Divine Worship and the Discipline of Sacraments of Vatican City.

In the latest Newsweek it was stated that Cardinal Tagle was given "5/1 odds" to be elected the next Pope by British bookmakers OLBG.

It was also seen that Tagle is a "top papal contender" due to his series of promotions which is a clear indication.

Besides Tagle and Erdő, Pope Francis is also said to be choosing Italian Cardinal Pietro Parolin, the current Vatican secretary of state, as a replacement.

One-time ayuda na P2,000 para sa lahat ng Pilipino, inihain na!


Isang mambabatas ang nagsusulong ng panukalang nagbibigay ng isang beses na cash aid na PHP2,000 sa lahat ng Pilipino upang maibsan ang pasanin na dala ng pandemic at ang mabilis na pagtaas ng mga produkto at serbisyo.

Inihain ni Kalinga Rep. Irene Saulog ang House Bill 2022, o kilala bilang Universal Ayuda bill, na nagmumungkahi ng halagang PHP218 bilyon para pondohan ang one time cash aid.

Sinabi ni Saulog na ang ayuda ay magiging isang patas na paraan ng pagbibigay ng tulong lalo na sa mga napabayaan sa mga nakaraang programa ng gobyerno, tulad ng social amelioration program.

"While these programs had the noblest of intentions, the implementation was far from ideal. Many were left out," sabi ni Saulog.

"In fact, millions of families were included in the second tranche of ayuda in 2020 after their appeal. It only proves that the priority list prepared was not fully responsive and up-to-date," dagdag niya.

Aniya, ang panukalang batas ay naglalayong ipatupad ang nais gawin ng Bayanihan 3 bill o ang diumano'y stimulus measure noong nakaraang Kongreso, partikular na ang basic universal income sa mga Pilipino.

Ang panukala ay magiging kapaki-pakinabang din sa ekonomiya, dahil ang pera na ibibigay sa mga tao ay dadaloy pabalik at "pump prime" ang ekonomiya.

Dagdag na 4PS monthly payouts at cash aid, nais isulong!


Inirekomenda ng isang mambabatas na dagdagan ang cash aid para sa mga benepisyaryo ng Pantawid Pamilyang Pilipino Program (4Ps) ng gobyerno mula PHP2,000 hanggang PHP3,000 dahil sa inflation at epekto ng patuloy na pandemya.

Nanawagan si Northern Samar Representative Paul Daza para sa buwanang pagpapalabas ng mga payout sa halip na bawat dalawang buwan.

"Prices had been going up. It’s unfortunate that all countries are affected by the pandemic and then, recently, the war in Ukraine. More than ever, our poor needs better social safety nets," sabi ni Daza.

Dapat aniyang maging maingat ang Department of Social Welfare and Development sa proseso ng pag-update dahil ang batas (RA 11310) ay nangangailangan ng mahigpit na hakbang sa pagsubaybay, pag-validate, at pag-update ng listahan ng mga benepisyaryo.

Ayon sa pinakahuling dayis ng gobyerno, tumaas ang poverty incidence sa Pilipinas sa 23.7 porsiyento sa unang kalahati ng 2021 mula sa 21.1 porsiyento sa parehong panahon noong 2018. 

Nangangahulugan ito na humigit-kumulang 3.9 milyong Pilipino ang nabubuhay sa kahirapan.

Migrant caregivers in Taiwan increased minimum wage to NT$20,000


The minimum wage for live-in migrant caregivers and domestic helpers in Taiwan signing new contracts from Aug. 10 has been hiked to NT$20,000 (US$665.7) from NT$17,000, CNA reported.

The minimum wafe increase was announced by Taiwan's Ministry of Labor (MOL). 

The new minimum wage rate will apply to both newly arrived migrant workers and those currently in Taiwan who sign a new contract.

The new minimum wage, however, will not affect contracts that are still in effect.

MOL data as of June 30 showed that there were 218,372 migrant caregivers and domestic helpers working in Taiwan, including 164,786 from Indonesia, 27,315 from Vietnam and 25,867 from the Philippines.

The minimum monthly wage for live-in caregivers and domestic helpers is lower than the national minimum wage, as such workers are not covered by the Labor Standards Act.

Contingency plan for OFWs in Taiwan, pushed by Senator Tulfo

Senator Raffy Tulfo urged the government and other concerned agencies to develop a contingency plan for Overseas Filipino workers (OFWs) should the tension between China and Taiwan escalate.

The government agencies should develop an organized plan to ensure the safety of OFWs.  in Taiwan and other neighboring countries.

Tulfo heads the Senate Committee on Migrant Workers, the Overseas Workers Welfare Administration (OWWA), Philippine Overseas Labor Office (POLO) and the Department of Foreign Affairs (DFA).

“We should be ready to evacuate OFWs in the event that the current situation escalates into a war,” Tulfo said.

He said, in his experience helping OFWs over the past two decades, government agencies seem to be more reactive than proactive.

There are an estimated 200,000 OFWs working in Taiwan.

Birth, death at marriage certificate now approved as permanent valid or lifetime valid

The validity of birth, death and marriage certificates issued and certified by the Philippine Statistics Authority (PSA) and the National Statistics Office (NSO) is approved now a law.

It is stated that certificates of live birth, death, and marriage issued, signed, certified or authenticated by the PSA and its predecessor, the NSO, and the local civil registries shall have permanent validity regardless of the date of issuance.

It also stated that it shall be recognized and accepted in all government or private transactions or services requiring submission thereof, as proof of identity and legal status of a person.

These certificates are permanently valid as long as the documents remain intact and contain legible authenticity and security features.

The law seeks to ban and punish this with jail time ranging from one month and a day to six months, or a fine of at least P5,000 to P10,000, or both. Government officials who violates

Panukalang batas na magbibigay ng P2,000 cash aid sa mga housewives, inihain na!

Para sa mga asawa na walang trabaho o mga nasa bahay lamang, sakaling maipasa ang House Bill 668 o "Housewives Compensation Act" ay maaari ng makatanggap ng 2,000 pesos kada buwan.

Sa House Bill 668 na isinusulong ni Albay Rep. Joey Salceda, kinikilala ang ambag ng mga misis ng tahanan sa kanilang mag-hapong pag-aalaga sa kanilang mga asawa’t anak gayundin ang epekto nito sa ekonomiya.

Sa ilalim ng panukala, bibigyan ng P2,000 sweldo ang mga nanay na may isang anak na may edad 12 pababa at makokonsiderang kabilang sa pinakamahihirap sa bansa.

Ang Department of Social Welfare and Development (DSWD), kasama ang mga kinauukulang LGU, ang magiging tagapagpatupad ng batas sakaling maipasa ito.




"Towards this end, stay-at-home mothers or housewives shall receive financial compensation for all the services rendered on a full-time basis to their children and their families,” ayon sa bill ni Salceda.

2 milyong poor families ang nasa "waiting list" para makasama sa 4Ps: Tulfo, DSWD

Sinabi ni Social Welfare Secretary Erwin Tulfo nitong Sabado na nasa 2 milyong pamilyang Pilipino ang nailagay sa waiting list para sa cash assistance program ng gobyerno o 4Ps.

Ipinaliwanag ni Tulfo sa ilang grupo ng mga "galit" na benepisyaryo na nakatakdang tanggalin sa programa na marami pa ring mahihirap na pamilya ang nasa waiting list.

"Nananawagan ako dito sa 4Ps beneficiaries lalo na sa opisyales ng samahan na mga sir at mga ma'am hindi lang ho ang mga miyembro ninyo ang miyembro na tumatanggap,' ayon kay Tulfo sa isang interview.

"Meron pa po akong nasa listahan na 2 million na naghihintay makapasok," dagdag niya.

"Kung di po tayo mag-aalis paano naman po itong 2 million na may nag-aaral sa elementarya may nag-aaral sa high school na ilan taon na pong maghihitay ... Paano naman po sila na wala ring source?" 

Sinabi ni Tulfo na sa 4.4 milyong pamilya, 1.3 milyong benepisyaryo ang aalisin sa 4Ps dahil hindi na sila kwalipikado o umabot na sa maximum na 7 taong pananatili sa ilalim ng programa.

Ngunit sinabi niya na ang mga pamilyang ito ay hindi agad masisipa sa programa, ngunit bibigyan sila ng abiso ilang linggo bago matangal.
